Utility Billing

The City of Artesia provides water, sewer and refuse collection services for the residents of the city as well as some of the outlying county area.

Bill Calculations

Water bills are based on the actual usage as measured by your water meter. Sewer service is estimated using the water usage for the winter months. Refuse collection is either a shared dumpster or individual poly-cart depending on where you live.

Outside Users

Residents outside the city limits pay an outside users rate. The city is not able to service all areas outside the city limits.

Payments

Bills can be paid by Mail to P.O. Box 1310, Artesia NM 88211 or in-person at 511 W. Texas Ave. 
After hour payments may be placed in our Drop Box along with a check or Money Order; no cash please. 

You can make payments over the phone using an automated phone system by calling 833-271-0802.

The City accepts cash, check, Visa and MasterCard. You can now pay your bill online.

Application for Services

To apply for these services, please complete the Application for Utility Services (PDF) and return the application in person to City Hall at 511 W, Texas Ave. To avoid any delays in getting your service started, please have your ID, proof of ownership or rental agreement and your deposit with you when you come. Deposit amounts vary by account type, and can be paid by cash, check, credit card, or money order.
